WhatsApp is where the enquiry actually goes
In India the business phone number and the WhatsApp number are the same number, and customers treat them as interchangeable. They ring once, and if nobody answers they send a message instead, usually a voice note, usually after hours.
That message then sits unread until somebody has a free moment, which is the same problem as the missed call with an extra step. The enquiry is not lost because you have no WhatsApp; it is lost because WhatsApp needs a person too.
